Descriptions:
かみ が ながい です
- kami ga nagai desu
  To describe someone who has long hair one could say:

トム さん の かみ は ながい です。

Tom's hair is long.

tomu san no kami wa nagai desu.

 
   
  However, it is more natural in Japanese to say:
トム さん は かみ が ながい です。 Tom has long hair (or As for Tom, he has long hair.)

 tomu san no kami ga nagai desu.

 
  This not only applies to hair length, but to most descriptions of a person's physical attributes.

Some idiomatic definitions:

背が高い  is tall

se ga takai

 
背が低い is short

se ga hikui

 
頭がいい is bright (smart, "head good")

atama ga ii
